No where does it need to be in the copyright directory. But if you do put your product's in the copyright directory, it help's you (The "creator" of the product) to file DMCA Take Down notice's. In the worse case (where he will never answer) it will be impossible to purchase new licenses, but you will still not be allowed to copy / share the engine. Found the project: http://sourceforge.net/projects/genericrpg/ Seems he did release it under the GPL licence, well if this is him. That doesn't make using it freely okay, just because the owner hasn't spoken up. (maybe he has, just not here or doesn't even know that people are sharing his/her work freely...) If you still have a copy can you post the GPL licence as according to the only other site that is providing any info other than sourceforge is hotscripts which states last update 2009 commercial and costs $50 per copy. Put GRPG in search Sourceforge already accepted my GRPG project, I am just waiting until I get a somewhat more stable release before I upload the first version of GRPG to be downloaded and ran on other servers. -He never got round to uploading that stable release, therefore it's still not an open source project, not to mention he has sold the script many times, that it's quite plausible he had a change of heart and decided it would be best GRPG remained commercially available and just forgot to amend the Sourceforge project listing.
