It's possible, yes. However, you'd need to purchase a cPanel license. See here for how to install cPanel. There are a lot of alternatives to cPanel. Just to list a few; zPanel Plesk See more   To manage databases, and I assume you are talking about MySQL (?) I personally like navicat. To manage files, you could just use WinSCP. Removing the bloat of cPanel (or any other interface) and working with FTP and remote MySQL connection is a preferred method, in my books, anyway.
