Is there any type of program that will emulate cell phone browsers through your pc to view your websites in? I am wanting to make my site compatable with all major cell phone's. ;]

I take it you're referring to Smart Phones. Due to Apple not making their phone OS not open source it's a bit harder to get an official version, but you can download a version of the Android development kit for free and only use it for the browser.

Buy every smart phone available, is probably the most precise results you are going to get.

Iphone is a problem as Dave said, however there is tools provided to 'test' how your site will look on a Iphone's dimensions.

Quick Google search brings back many results but I cannot be bothered listing them all.

So here's the results instead

There is a firefox addon, which allows for iPhone, and others, i can't remember at the moment. Could try that.

The only thing I can think of for that is "User Agent Switcher" but that doesn't exactly change the way it's viewed in the sense that Sim's looking for;

Anyway here's the link: https://addons.mozilla.org/en-US/firefox/addon/user-agent-switcher/

@attachment: Some extra browsers for it(save it as a xml file, MWG doesn't allow that extension so I had to save as .txt file).

Why would you need an emulator?

You make adjustments, and find out what the mobile browser "can" and can't do and adapt the website accordingly.

Most recent mobile browsers support Javascript, and some Ajax as well(although from experience not exactly what you would call "live" results).

A few useful websites to look into are; http://mobiforge.com and http://apachemobilefilter.org.

In addition, there are many websites that validate websites for mobiles, and some even give you screenshots of how the website would look.

Best tip: just code according to standards.
