I put a ROM on it. But you have to put the official version of the system before you can install the ROM. So basically you have the base android system then the ROM modified this base to add and change various features.

I have a Galaxy S running the latest version of Android. They won't stop solely updating the versions on the phones for a fair few number of years.

I used dreamweaver for the first few years of my web development. I preferred the code highlighting and hadn't discovered netbeans yet. There is absolutely nothing wrong with Dreamweaver it's just a widely used program. Now try and keep this topic, on topic.

For a custom template, $600 is relatively cheap. Most companies will charge you in excess of $2,000.
