Seker
Neither. GIMP all the way. Much of the PS functionality with 0 cost.

KyleMassacre
Who the hell buys photoshop these days? Legit working class people. Your a designer right? Who pays for your designs shen I can just view source and get them for free? See why you should buy stuff:p
a_bertrand
Photoshop is certainly ahead of anything else, yet GIMP is not bad, and I would suggest GIMP if you want a free alternative. Paint.Net is good, but far from being as powerful. Maybe easier to use.
Barrikor
While Photoshop is the most powerful, what I use is Gimp because it's got everything I need, and it's also free so it fits in my (negative-profit) budget. Paint.NET is catching up, I've got it on both my computers, but I still use Gimp.
