I believe you can write apps in Flash or something ridiculous and convert them across. I'm not entirely sure never looked into iPhone development. Android development is easy and all the tools are freely available. Just follow some tutorials and you can do something basic.
Lithium
Why learn C for android? Pretty sure Android apps use Java. They also use C and C++ ;)
a_bertrand
Nope, for iPhone it seems only objective C is the standard (which is not C). However there is other tools which deliver ways to develop for it for example monoTouch or Unity

URBANZ
if you dont know them languages use eclipse with android sdk and phonegap, phonegap runs from javascript and html so you can use it to call back to php files on your webserver with javascript very good if you dont want to pay out and you know them languages and also iphone phonegap support but of course you need max os for the iphone sdk to work i would advise maybe getting a virtual machine with leopard or lion on it and you shouldnt have a problem
