Do you want a game or an engine? What skills can you bring to the table? Can you provided the funds needed to support a game (Hosting, domains).

Maybe I should of said: photoshop is vastly better than GIMP? GIMP can create some amazing things but photoshop out preforms it in everyway I can think of?

Don't pay for the class... They are many, many videos out there to teach you everything you need. youtube has a playlist with all the tutorials for the tools used. Start with that You should get familiar with photoshop. Paint/gimp wont cut it. :)

Anyone can sell the rights to something they own no matter what. From any country to anyone. You need to stop reading the bold stuff and read the fine print.

3D world with 2d sprites works. EG: pokemon black 2. Shouldn't be that hard to recreate for the browser? GL!

Plan a layout of where everything goes -> do a simple black and white image showing where everything will go -> decide on colour/add colour -> clean up the layout. If the layout needs the images for detailed designs slice them. If not use css3.
