It depends on how you want your in-game features to run. Personally, and this is a personal preference, I would allow multiple accounts on the same IP, but I wouldn't allow any in-game trading to accounts on that IP.

Nope it doesn't. As they created a site where users can obtain/reset their passwords and that was hacked/more of an exploit where hackers could gain any user info from using the URL bar.
