Start by buying an engine and then hiring a programmer.

You would surely plan everything out before you started spending money? Such as things like

  • Game name
  • Game type (Turn based etc.)
  • Storyline
  • Language you wanna use
  • Get a development zone
  • Work out all costs for the whole project
