Depending on your situation, there's always the potential for a partnership to be beneficial. However, if someone's offering out of nowhere, your best bet would be to ask for some prior work and examples of what he or she can do. There's always the possibility it's just someone trying to get access to your files and rip you off.

It's all about making a judgment call here as to the trustworthiness of the the potential partner,

Security can also be pretty pricey, remember that. If he knows what he's doing... And you're desperate, I guess... Could be an option. Personally, I have no plans of ever entering a "partnership" with anyone. Or even offering a percentage. Even if I have to do every bit of the work, myself, I'll have better peace of mind knowing my hard work has no chance of suffering at the hands of another. But that's just my opinion.

I would say it depends on the person. I entered a partnership but I know and trust the guy but there is still always the chance of one of getting our panties in a bunch and breaking up.

As far as 50% I dont know about that since its a random, but if he was serious he would gladly take less and work his way up. Just remember your game is a business and you can hire/fire people just like in the real world.

I know you've declined already but I'll add;

A partnership isn't just about the other party (or parties) it's about you too.

Firstly, when you form a partnership, it's a lot different from doing it on your own, for one when in a partnership you cannot just get bored and think: Well bugger it. and stop working on it.

Secondly, are you willing to share the 'success' of your game with other people. Generally speaking we find it easier to share the failure, but when it comes to the success we go all 'iffy'.

As for the other parties, I can only repeat the sentiments of the other posters. You must know who you're dealing with and whether or not, they're right for the gig sort to speak.
