Does this include everything I need to start up the game or is this just a graphics file? I'm new to all of this but I did just buy a working RPG game and plan to buy another one. I already have several of the mods that I can copy from the one game I own to a new game.

This is a theme for Mccodes V2 i beleive. So no its not a full game its something you add to your game to make it look better.
