I modified the crimes and theft.

The crimes now displays a separate fail message, and success message. As well as adding that, a % can be entered where the crime is committed against another user randomly. 

So if they commit the crime, and its %50 chance there's a %50 chance it will be committed against another player. This is also a other message. The player who had the crime committed against them also receives a notification which can be another message. Screenshots below.

 

I also modified the theft where x% of the time the theft is of a player in the same location. Not as advanced. But still an improvement. More player interaction.

This mod is actually completed. :).. so I guess it's not a WIP. 😉
