[Seeking] Creativ Game Story Creator, Quest Creator

I am creating a new type of Browser Mafia game where you can travel to different locations via image maps and are assigned missions that need to be completed by traveling places and performing certain tasks instead of just clicking a link or button and having a crime completed. The game is going to be like GTA but in text. My problem is that I am incapable of following a story I created or even creating one that makes sense.

So I am in need of someone who is capable of sticking to a plot and creating missions and what needs to be done in order for them to be completed. I will be doing all the programming, paying for all the art that is required, supplying the design. Basicly taking care of everything for the game besides the story and plot.
