It all looks... beginner-ish. And the fuzzy background really doesn't look good. Nice for a first one, but you definately have room to improve =)

I could be "wrong" But i dont think there is anything wrong with Using them so long as they are not attempted sold.

I don't think Peter would have a problem (I could be wrong), as your just practicing, though you should really have asked before hand.

@Design;

Placement is good, less noise on the background.

As your designing something that used on the web, think practical, for example your input boxes could never work, it's just not usable.

Well done for your first try, there is room for improvement, but still a good effort.

I don't have a problem, but the guy that owns the actual template might. So you would have to ask him, as it's really not my images anymore but the owners.
