Here are just some basic things i look for: - Does what they're told - Has at least 1 year experience in Php/MySql - Knows how to code - Knows how to properly defend against Sql/XSS injections. - Can Code PSD's as from time to time i design but i need them coded. If you're looking for a partner you may want to ask for someone who works well with others, a team player, etc. "Does what they're told" may be acceptable if you're paying a good amount but that could cause some problems in a "partnership".
