Cron Jobs for Xampp/Localhost Install

I'm trying to develop a game locally on my Windows 7 PC before putting it online and am using McCodes v2.5 with Xampp as a web server while it's in development. The problem is, cron jobs will NOT work and testing the game is rather difficult.

I've tried using scheduled tasks to run the cron job PHP script files, using xampp\php\php.exe as argument but this doesn't work. I've tried using wget, Pycron and nncron but haven't had any luck with any of them.

If someone else has experience of getting the game working with cron jobs/scheduled tasks in a local Windows environment and can help out, it would be greatly appreciated. I will even send $10 to the person who provides a working solution.
