jobs is not crediting my users

My job is not crediting my users,please help

read most of the posts on this forum but still cant fix

I have tried many things to try and fix this but still no joy, so i have now made it work in the day cron without the, if(date('G')==17) still dont understand why it dont work in the hour cron ,my sever time is correct
