Need help.. stuck with this error :(

Hey, I am having a problem on my admin.php

this is what it says on the top of the page:

new_user_form

Warning: session_start() [xxxxxxxx]: Cannot send session cache limiter - headers already sent (output started at /home/hwkeye/public_html/admin.php:1) in /home/hwkeye/public_html/admin.php on line 21

 

On my line 21 it has the code: session_start();

I did change some things in the "new_user_form()" But only did I change the names.. heres the code:
