Stats Rating

I've seen a few MCcodes v2 websites that have a different stats system. Instead of the regular stats, they have a stats rating. Every time you train you gain development points, once you've received enough development points your stats gains a level.

I've tried searching the forums but I can't find any mod like that. Can anyone point me in the right direction please.
