Now I can't remember who made it and I have hunted everywhere for it again but there was a Registration page that emailed a user with a verification link after they signed up, can anyone point me in the right direction?

A few people have this, Cronus has a paid version but a free version made by someone else was also released on CE, if you search email verification you should be able to find it and if I remember correctly it was pretty eas to install.
