Is there anyone that can make a mod where the game random picks a player or 2 and gives out free donator packs or items if there is some one that can do this mod what would it cost to have it made

sorry if this is the wrong spot for this is there a mod out that tells you when someone has donated??   Say a player donates the mod will let staff know they have donated with out having to go to the userlist all the time i dont know how to make mods i some what got the basic of installing the mod but i dont understand php to save the life of me if there is not one like this can it be made   Thanks alot for taking the time to read or reply to all my noobie post i put up wont know if you dont ask lol
