On CE whenever I press logout it redirects me to index without logging me out... Does this happen to everyone now?

Say one morning I woke up and decided that I wanted to make money by being a host. What would be the step by step guide?? I am unsure about alot of it - What do you need?? Where do you get them from? Who do i pay to keep the server up (If I need to) And how do you put a maximum on the amount of bandwidth each customer uses?.. Please help me :-D
