Need help with CSS

Ok so I need the image below to display on all pc windows at 100% width and 100% height no matter what size the window is. As you can see I have tried width: 100%; height: 100%; and didn't work there must be a way. Thanks in advance!

I wouldn't suggest using CSS3 for something like this as it does not have 100% cross-browser support yet.
